Why is my dog biting his itchy paws and anal area? Yeast infection?

My dog has been stressed lately, he constantly bites his paws as they seem itchy as well as his anal area. Sometimes he gets up and can sit awkwardly or just looks uncomfortable. I am concerned he may have a yeast infection. I first I thought they were fleas and applied treatment for that but it didn’t help. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 3 years and 4 months old
