Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | 7 months and 16 days old | 6.6 lbs
My dog had parvovirus. He recovered but I think now he has trauma and depression, he always hide under the bed and cries when being carried. Now that he's a bit okay but still with depression, he excessively licks his penis and when I rub his tummy and my hand is near his penis but not touching the penis itself, he growls and bites me lightly as if its a way of telling me to back off. Why is it like that? And since he's always licking his penis, it is open and the tip never got back inside. Why?

Most dogs do not like to be petted under their belly or groin - this is a vulnerable place which is instinctively protected by a natural reflex. I would be concerned he is licking because the tip is constantly exposed and irritated - a full vet check to assess for underlying injury or complications is recommended and surgical repair may be necessary to prevent further self trauma and injury. I recommend you take a fresh urine sample with you to rule out UTI also
