I think the testicles look completely normal. As for the itching, there is likely not a "cure" for that unless he is scratching due to fleas. Based on your description it sounds like may have allergies and those are not curable. You would need to speak to your local vet about treatment options as I am not familiar with what you have available in your country. Best wishes.
