Is my Yorkie's hair loss and dandruff due to mange or mites?

Does my 5 year old Yorkie have mange or just dandruff? He does have hair loss around his muzzle at times and there are bird mites recently that I was told could cause the little patches of hair around nose to sometimes appear. He doesn’t scratch. On frontline gold. All down his back is black for and if you separate the far you can see big pieces of white that looks like dandruff and it’s not moving he is due for a groom.
