My dog's neuter incision is rubbing despite e-collar. Is it infected?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 42 lbs

I recently rescued a handsome 2-year-old basset hound mix and I'm a little worried about his surgical incision. He was neutered on Tuesday, April 17, 2018. He has had an e-collar on all the time but this doesn't prevent him from dragging and rubbing his belly and incision, on the ground. He does this on our carpet indoors and on our lawn when we take him out for his potty break. Thank You in advance for your help.

Thanks for using Petco Pet Education Center, formerly Petcoach! I'm sorry to hear Ramone is having issues with his neuter incision. Based on the pictures you have included, I am concerned that his incision is dehiscing. I would recommend that Ramone be evaluated by a veterinarian to see how his incision is doing, whether or not it needs to be repaired and if it is possibly starting to get infected. Good luck!
