My dog has red, inflamed skin. Can I use Benadryl or hydrocortisone?

My dog has irritated inflamed skin under her arm, it’s a bright red. Is it safe to use diphenhydramine hydrochloride on it? Is it the same as hydrocortisone? Pet's info: Dog | French Bulldog | Female | unspayed | 21 lbs
