Is it normal for a young cat to become fecal incontinent after the birth of her kittens?

That is not normal. She probably had a difficult birthing and there was a lot of pressure on the nerves controlling the anal tone and GI motility. With time the nerves that were damaged should recover and I would expect the fecal incontinence to improve. Other than time there is not much else to do.
