Thank you for submitting your question regarding Pinky. It is difficult to say, but she could have a condition known as calcinous cutis. Are the bumps very firm? If so, this may be the case as it is small calcium deposits under the skin. She should see her veterinarian as this condition typically occurs secondary to disease known as Cushing's disease. The dog will generally experience increased thirst, urination, panting and develop a pot belly. There skin becomes thin and fragile as well. I hope this information helps!
