My dog won't mount female in heat. Is he too inexperienced to mate?

He won’t mate with my female chihuahua who is in heat? He snifffs her and follows her and seems interested but won’t mount her she’s dripping blood and her vagina is swollen I don’t think he knows how or what he’s doing could it be that my female chihuahua is one year older than him and that’s why he won’t mate with her? Does age matter to dogs? Pet's info: Dog | Chihuahua | Male | unneutered | 1 year and 6 months old

I can think of 2 reasons: 1) she isn't ready yet 2) he is inexperienced and doesn't know what to do. If this is the case you might miss this round. He'll eventually get it. I wish you the best!
