My Yorkie puppy's back legs are splayed. Is it swimmer's syndrome?

My yorkie just had puppies one of the puppies might have a deformity, the back legs are spread open and I wanted to know could it have swimming syndrome. Pet's info: Dog | Yorkshire Terrier | Female | 2 lbs
