Why is my dog chewing his tail until it bleeds and loses hair?

within the last week my dog has chewed his tail area and pulled the hair off to the point where it's bleeding but only in that area. Pet's info: Dog | German Shepherd | Male | 4 years and 9 months old | 115 lbs
