My cat is sick after being outside. Why is he not eating and in pain?

My cat got outside the other night and was gone for a little over an hour. We couldn’t find him but he made his way home. Now he is not eating and meowing very strange. He won’t let you touch his belly and acts like it hurts when you pet him at all. His eyes are dilated. I think he is sick even though I haven’t seen but a small ball of vomit, it was brown and about the size of a quarter. Pet's info: Cat | Mixed Breed | Male | neutered | 10 lbs
