Unfortunately, there is no way for us to tell what it is just by looking at a photo. Many skin issues can look the same to the naked eye. I suggest you have Tuck to the vet for an exam. The most common reasons for something like this would be: mange mites, ringworm, injury/scrape. Of course there are many other things it could. It is not an emergency but get him to the vet for an exam soon.
