My senior dog has recurring neck pain. What are affordable options?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 13 years and 2 months old | 20 lbs

my girlfriends 13 year old Maltese/ Pekingese mix named Buzz had a hernia in his neck and we spent about 4500 to have surgery. Surgery was successful and we haven't really had any problems since but the vet warned us that he has a few places which will likely cause a problem in the future. I think he is having issues again. If I can't find a cheaper vet and cannot pay another 4500 to fix it what other alternatives are there for our family? P.s. I live in Japan. We have pet insurance.

The alternative to surgery is time, physical therapy, and pain medications. I would recommend starting with an examination by a vet to determine what the issue is and if it is starting to cause neurologic deficits. The vet can help determine the best course of treatment and supportive therapies to keep Buzz comfortable. It is also important to do cage rest (the doggie equivalent of bed rest) if you think that he is having another bulging disc.
