Why do my 5-month-old puppies pant heavily, even when resting?

Pet's info: Dog | Poodle | Female | unspayed | 28 lbs

My puppies, 5 months, pant a lot. Heavy breathing. IS that normal? Usually after activity, but sometimes just lying there while I rub their bellies. Is this joy? Or a heart problem?

If they are resting quietly inside in the cool/shade, they should not be panting unless they were running around. If they are outside or in a hot room/house then it may be normal. If you are worried about them you should have them checked by a vet.
