Why is my parakeet tail bobbing, itching, and having poop problems?

Question

I just got my parakeet I noticed that he is tail bobbing slightly but not bad his poop is also green and seems to be quite hard and has only poop a couple of times in the last 24 hours he is also itching his butt with his feet also I think he's a boy but I don't know that for sure. Pet's info: Bird | Parakeet | Male | unneutered

With parakeets the cere is blue in male and tan/brown in females. If you think a female, egg binding should be considered. In either, male or female, drier feces, tail bobbing could be respiratory but also intestinal. Decreased feces is possible to decreased food consumption. A veterinary visit is recommended.
