My dog is coughing and sounds congested. How to clear her throat?

My dog is breathing the same way someone would when they have phlegm in their throat and she’s coughing. She did drink water and is active but how can I help her clear her throat ? Pet's info: Dog | Chihuahua | Female | spayed | 2 years and 10 months old | 10 lbs
