I have become disabled and can no longer reach down to the floor to take care of my cats litter box. Would you please help me by giving me some advice on putting the litter box up somehow so Lily is comfortable and secure to use the box and I can clean it? Thank you!

You can put it on a table that is big enough to leave some walking space in front of the box. Make sure the box is fixated on the table in such a way, that it does not move (you can put velcro on the table and the box). Put the table and box against a wall. Show your kitty where the box is. She should be able and willing to jump up and use it. The other possibility is to have the box in kind of a lift (sits in a basket that has a rope affixed and you can pull it up via a pulley.
