What causes scabbed skin on a neighbor's dog? Is it mange or fleas?

I've noticed my German Shepherd, Captain playing and barking at the other side of the fence. He took a glance and there was a dog on the other side. I knew the neighbors had a pet, but I never checked it out until a few weeks ago. It seemed to have scabbed skin. I thought perhaps it is allergic to fleas. My friend say it may be 'mange.' But of course. I cannot diagnose anything. I sat on the fence in between our yards so I may take a few pictures. Mother believes it's being neglected.

Poor doggy. It could be flea infestation, flea allergic dermatitis, mange, fungal disease, alopecia due to metabolic and system disease. Really hard to tell by the picture but definitely need a vet check up. Please post again on the forum if you would like to discuss it further. I hope my answer was helpful.
