My dog has a weird mucus on his eye, I can't tell if it moves around when he blinks but I suspect it does. It almost looks like a clump of fur from his undercoat, he shedding right now, with mucus around it. Pet's info: Dog | Australian Cattle Dog | Male | neutered | 41 lbs

This is highly likely. Dogs commonly get their hair stuck in their eyes and unable to get it out. The eyes cope by producing that mucus. You could try to flush it out using an eye irrigating solution and gently using a piece of damp gauze to wipe it out if needed. I hope this helps!
