Why is my dog licking lips, coughing, lethargic, and can't swallow?

My dog seems like he has cotton mouth or something that is making him constantly lick his lips & try to swallow but seems like he can’t. He has coughed a little like maybe 3 times but he is very lethargic.. what is going on? Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 1 year old | 10 lbs

Thank you for submitting your question regarding Taz. He. could have an upper respiratory tract infection causing the symptoms you are describing. This is common in young dogs especially if they play with other dogs. Of course, he could have something stuck in his throat or mouth. Was he chewing on anything prior to his symptoms starting?
