My dog is lethargic, moving slowly, panting, and seems to be in pain.

Pet's info: Dog | Pug | Male | neutered | 11 years and 10 months old | 32 lbs

My Pippin has been lethargic all day :( He's eating/drinking and pottying normally, but seems to have some discomfort or pain in his head and neck area, although I can't tell exactly where the pain is originating. He bumped up against the ottoman and yelped, and when we were checking him over he yelped again. He's also been moving exceptionally slowly all day- not at all his normal pace. About an hour ago he started panting out of no where (hasn't done any physical activity- was laying down).

Thank you for submitting your question regarding Pippin. It sounds like he is very sore. He will need to see a veterinarian to determine the source of his pain. It is common for small breed dogs to experience neck or back pain. These dogs will typically pant, shake and be reluctant to move. They can refuse to do stairs or jump on furniture. In severe cases, back pain can lead to weakness or paralysis. He should see his veterinarian soon. I hope this information helps!
