Is my 15-month dog too old for puppy food? What about bad breath?

Our dog is a 15 month mixed breed (Yorkie Terrier, Chihuahua, & Maltese.) He is 12 pounds & has been eating Eukanuba small breed puppy food. I do know he does not eat as well if his food is a larger pellet. Is it bad he continues to be on puppy food? My husband was told by a vet that our dog needs to be on adult food & that could be why he has bad breath. Pet's info: Dog | Mixed Breed | Male | neutered | 1 year and 3 months old | 12 lbs

It would be better is she was switched to an adult dog food. Small breed dog foods are typically a small pellet. Eukanuba has a small breed adult dog food so you could try that and see if she is able to eat that food. You should gradually switch to the adult food as an abrupt change may cause some gastrointestinal issues.
