Why is my senior male dog's penis sensitive from wearing diapers?

My male dog is 17 yrs old. His penis area gets very sensitive to where he can't stand for me to put a male wrap on him. He's completely deaf and blind so he has to wear the wraps 24/7. Can you tell me why it gets so sensitive sometimes? Pet's info: Dog | Shih Tzu | Male | 17 years and 7 months old | 19 lbs

I am not sure why you are putting the wrap on him (as a diaper?) but it is possible that you are wrapping it too tight. You should also let the penis "air out" regularly, ie take the wrap off and let him run around "free". It is also important to wash him regularly as any urine on the skin causes skin problems, ie causes a diaper rash. You can also, after washing and drying him well, put some vaseline on the skin around his penis, so the urine does not get to the skin that easily.
