Is my parrot's butt-scratching normal, or should I call a vet?

I have a red-head parrot maybe a year old or so just rescued from a bad person it is happy now very happy I will say -but S few times now an then he ( i think is male ) he seats on its tale and it looks like he is scratching his butt it last for a few minutes and then stop till next day is these normal or should I look for a avian vet?? Pet's info: Bird | Unknown - Bird | Male | 1 year and 3 months old | 0.5 lbs
