Socialization and more socialization! The more that Lucky is exposed to in a positive manner, with treats and praise, the more courageous he will become. You will want to start slow and increase the amount of time for socialization periods so that it is not overwhelming.     I think that if you socialize your puppy and give him lots of attention he will be courageous. Take him to the dog park, to your friends houses, to restaurants that allow dogs, on walks, etc. This will make him brave and not afraid of other people/dogs. Be patient. It can take a few months to get him feeling courageous.
