Why does my cat have waxy fur and white bumps on his back, what to do?

My cat has a clump of little bumps on his back. They are small and look like they could be big white heads and in that spot the fur feels waxy

This is either a little abscess or a ruptured sebaceous cyst. You can try to remove the discharge and gently see if you can evacuate more of the whitish material. Afterwards disinfect the wound. You should also cut away some of the hair around it so the discharge does not clump the hair together and form a breeding ground for bacteria. This should heal by itself. If it gets bigger or starts to discharge a lot of pus or blood, your kitty will need to be seen by a vet.
