It would help greatly if we had an idea of which species is involved. An inconclusive necropsy just means that after macroscopic and microscopic inspection of the carcass and its organs and after doing tests for certain viruses and bacteria, nothing could be pinpointed as the cause of death. Mulch as such likely will not cause such problems, however in dogs, cocoa mulch can cause seizures and coma, if ingested, or if there are chemical or bacterial contaminants in the mulch, or even fungal contaminants, then it is also possible to cause health problems. However this would likely involve prolonged exposure before showing up as seizures, heart murmurs and coma.
