What human antihistamine is safe for my dog with allergies and liver issues?

Hi I believe my pug has bad allergies (runny nose blocked at night, eye discharge, redness, sneezing). I've eliminated dust, dust mites and droppings so pollen seems to be the best fit. We live in Nepal and the pictures show the plants outside our house! I think there's ragweed there, not sure. She has liver problems too. She's allergic to wheat, diary and chicken.
