My dog has a bleeding bump under his mouth with exposed skin. Is it serious?

My dog has this weird thing under his mouth that i just noticed today, i cleaned it with a papertowel (there was some blood/discharge or somthing) and put liquid bandage on it. He doesnt do anything to cut that specific area so i have no idea how it even got there. There is a bump in the middle i dont remember if thats always ther or not but the skin is exposed. Pet's info: Dog | American Staffordshire Terrier | Male | neutered | 4 years and 5 months old | 75 lbs
