My dog jumps on people and slips his leash. What collar should I use?

I have a 9 month old rough collie and when we go for a walk he loves to jump up on people and children. Sometimes he will try to come out of his collar or either his harness. I was wondering if you would recommend for me to get a slip leash or head halter? Pet's info: Dog | Rough Collie | Male | neutered | 10 months old | 32.2 lbs
