Hi! If a cats blood pressure falls too low can it cause an increased heart rate?

Hello. Yes, it is possible as the heart tries to compensate for the low BP. You can also have this situation with a condition called hypovolemia, where there is excessive loss of blood due to disease or trauma. Some drugs can do this too.
