Why is my budgie sick, sleepy, ruffled, and at the cage bottom?

Hello. My budgie has fallen ill He usually is really active but now is just sleepy. his feathers are ruffled consistently and he was found sitting at the bottom of the cage. he’s shivering lots and breathing quite slowly. Pet's info: Bird | Unknown - Bird | Male
