vet clinic saw this said didnt look concerning but want another opinion been there a year little chamge

There is nothing wrong with a second opinion. This is a mass for sure. I would say that at the very least you should get it tested to determine what kind of cells make up this mass to see if it is something to be concerned about or not. It doesn't look particularly like a cancerous mass, but the definitive way to ensure it isn't is to have it tested. Your vet can gather samples from this mass and then send them off the lab for analysis. I hope that things work out well for Puppy moving forward. Best wishes and take care.
