If a dog had rabies, it would be extremely rare for it to live 2-3 months. Most dogs die pretty quick. Yes, only 10 days observation is sufficient. The only way to know if a dog has rabies, besides the symptoms, is to put the dog to sleep, remove its head, and examine it's brain.
