My dog has growths on his genitals. Could it be a tumor? What's next?

We need assistance. What can we use for this? My mother in laws dog has growths on this genitals. None of us have the cash to take him to a privat vet and we can not find a vet at any spca to assist. We only saw this now as this is the first time in a long time we came to visit them and we can not let this get any worse. Your assistance will be higly appreciated.

This is definitely a tumor but what type, I don't know. My best guess would be a TVT tumor but without examining him myself it is difficult to say. There is nothing you can do about this at home. He needs to see a vet for diagnostics and treatment. I'm sorry but not everything can be fixed at home. This is a time when you need a vet.
