Why is my dog scratching his eyes, bleeding, and can't open them?

there is a dog near my house he has Bruce on his eyes he his scraching and light blood is coming out and his eyes is not open properly. Pet's info: Dog | Mixed Breed Large (61lb +) | Male | 50 lbs

Hi, and thanks for your question. That is likely to be due to a mild to moderate conjunctivitis, probably secondary to an allergy or infection. A check up would be needed as appropriate treatment would include antibiotics and anti-inflammatory eye drops. Corneal injuries must be ruled out as well.
