My dog's hair won't grow back after haircut, and skin is dark. Why?

I have a cavalier king charles 7yo after her last hair cut the hair on her back hasnt grown back also the skin underneath the hair has also changed to a dark colour. Any ideas whats going on please ? Pet's info: Dog | Cavalier King Charles Spaniel | Female
