My dog has a lump she keeps licking. Is it serious or a lipoma?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | spayed

Is this a lipoma, we love our dog but we want to avoid big vet bills. What can we do. Is this a lipoma or is it something else. She licks it regularly meaning she is in discomfort right? We had a cone in her for 3 months but she always found a way to eat the adhesive and bandage off when we were watching her 24/7 without the cone. The only times she didn’t have a cone was when she was eating or needed a drink and we had her supervised.

We cannot diagnose anything from a picture, it's impossible. I understand wanting to avoid a vet bill, but from this picture, it does not appear to be a traditionally lipoma. You have to have Angel seen by a vet for this, this growth does not look good. If she is licking at it, yes it's bothering her. What's best for her is to take her into a vet, and I would take her into one today or tomorrow.
