Thanks for reaching out about your budgie. If head down, needs to see a veterinarian, as soon as possible. Providing supplemental heat in the 80-85 F can give some support but is not in lieu of a veterinary visit. Problems can range from infections to metabolic disorders, nutritional deficiencies and others. Good luck.
