I have the opportunity to purchase a show quality Shetland Sheepdog from a reputable breeder. However she has informed me that 3 of the 6 puppies do not have upper Incisors at 9 weeks. First time she has bred her female to this particular stud dog. I don’t want to spend lots of money for a puppy who is going to need dental work. My concern is could this be a genetic issue. She has never had this issue in the past. Is this something I should be concerned about?

Yes, you are smart to be concerned especially if you want to show/breed the puppy. If it was just going to be a pet it probably would not matter much. The incisors may eventually come in but what if they don't? Then you will not be able to show him/her. If 3 of 6 puppies are affected it is likely a genetic problem. I personally think you should look elsewhere for a puppy.
