Why isn't my dog drinking, shivering, and having bad breath?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | unspayed | 1 year and 3 months old | 7 lbs

My dog is eating but I don't think she's drinking . Lastnight I couldn't get her to quit shivering she was cold and her nose has been wet and dripping a little and cold , I finally got her warm she has not been running a fever but her breath is rotten and I sent a pic of her gums

Poor Sister. Unfortunately there is no picture attached to your post, so I can't see her gums. Rotten breath could be due to something like dental disease. It's good she is eating, but I'm concerned she isn't drinking. I'd take her into a vet now to get checked out.
