My 6-month Shih Tzu puppy's face hair isn't growing. Is it normal?

My 6 month old shih-tzu doesnt grow hair on its face like other 6 puppies of my dogs 1st litter does she has any problem ? Ill attach photos of her and a another puppy, she is more like a pom but other 6 puppies are exactly like shih-tzus plz i need a good answer. Pet's info: Dog | Shih Tzu | Female | unspayed | 6 months and 18 days old | 13 lbs

Thank you for submitting your question regarding Puffy. I do not believe that her hair coat indicates any disease process. Rather it is likely result of her genetics. What breed was her father? My guess is that her appearance is closure related to him than the other pups. I hope this information helps!
