Why does my dog have blood spots after pooping? Is it hemorrhoids?

English bulldog. When he poops he has what seems like hemorrhoid. Is this possible and what steps to take. He has to have his butt wiped , and sometimes still leaves blood spots when he sits. Pet's info: Dog | English Bulldog | Male | neutered | 9 years and 2 months old | 60 lbs
