My dog's re-broken leg won't heal. Should I do surgery or amputation?

Pet's info: Dog | Toy Fox Terrier | Male | unneutered | 1 year and 7 months old | 5 lbs

It’s not urgent but more of knowledge seeking. My toy fox terrier had a left from leg break about 10 months ago. It broke once, healed, and broke again. They continues to cast it and hope it healed. It never did and at that time They recommended surgery. I moved and took him to another vet and they recommended amputation or non treatment due to the time that had past and probable issues after surgery. I’m looking for advice on if it could still possibly be fixed with surgery or if I should have

Dogs do extremely well after amputation. I would recommend it if his leg is causing him pain. The amputation is the least expensive option and leaves the dog with less pain. I cannot tell you if another surgery could fix it or not as I don't have the medical history or the x-rays. If you want to save the leg, you should take him to a board certified surgery for a consult.
