My cat growls and paws at new cat. Is this normal? Should I continue?

Pet's info: Cat | Domestic Shorthair | Female | spayed | 6 months and 28 days old | 9.6 lbs

Today was the first time my cats met without a gate after a week. Even with the gate up Luna would raise her paw at Mina (new cat) but couldn't do much else. Today when they met without a gate for about 15min Luna growled a couple of times, mostly stared, but a few times she went up to Mina and raised her paw and looked like she was gonna hit her (we stopped it by distracting Mina), her ears would go back a bit but her tail was fine. Is this ok behaviour and is it ok that they continue to meet?

Yes, it all sounds very normal! I would continue to supervise their interactions for a few more weeks, but it sounds like they are getting used to each other. Unless they start fighting a lot, I wouldn't recommend trying to distract either of them while interacting since it could cause them to be annoyed with you or cause one of them to get hurt while being distracted.
