My dog licks private area, has redness and eye discharge. What to do?

Hi my dog kept licking her private part areas and also I have another dog that copies her and licks her as well. I tried cleaning it and putting on the vaseline of the redness put they keep licking it. I bought her an e collar recently and put the other dog on a cage while I’m away to work. Is there any medication topical or medicine I can put so the redness will heal? Also she has a little discharge in her eyes, she seldom gets it, could it be the weather changes? It's clear this area is bothering Chanel, and she needs to see a vet to have this treated. Her eyes also need treated. Any eye problem has to been by a vet immediately as leaving it untreated can lead to vision loss. I urge you to take her into a vet now.
