My pregnant dog shows labor signs, but no pups. Is she in labor?

Hello, My dog lady is pregnant and her breast became bigger and with more milk in them. The last past week and couple days she has been showing this behavior. Whining, Panting, Nesting and Digging Outside but still no pups. She has been having this stuff come out and she keeps licking her breast and last night she was panting a whining quite loudly. Her temp is normal but on 9-11-2019 it was 98.9°. I don't know when she is gonna have her pups.Can you recognize what the stuff on the blanket is?

Unfortunately your photo did not attach to your message. Please try again and hopefully it will go through so we can evaluate it. A good rule of thumb is that if you are seeing black or green discharge, then that is considered abnormal and she should be seen by your vet right away. Her whining sounds a little concerning as well, especially if she is doing it continuously and seems to be in distress. A vet visit sounds like a good option for her @ this point.
