Dog with slipped disk still whining, restless, and in pain after meds?

Question

My dog keeps whinning and wont sleep . She scratches and tilts her head sideways and acts like she is having a spasm in her upper leg near her front right chest when she does it. She has a slipped disk but i have given her her meds the dr gave me and she is still doing this. Pet's info: Dog | Pekingese | Female | unspayed | 11 years and 10 months old | 25 lbs
