My dog's genital area is bleeding when he licks it. What is it?

Pet's info: Dog | Shih Tzu | Male | neutered | 6 years and 11 months old | 16 lbs

Hi, my 7 year old Shih Tzu/Maltese mix has this thing right next to his genitals area. I am becoming concerned as it bleeds when he licks it and I have no idea what it could be.

It looks like it could be a growth or maybe from an injury. It's obviously bothering Panda if he's licking at it. Put an Ecollar on him to stop the licking. You can make one at home or buy one at a pet store. I'd make him an appointment with the vet to have this diagnosed and treated.
